The flow is not currently segment or list triggered, but I’d like to send a list through the flow.

No, that is why they are called triggers. The only way for the flow to start is for the trigger to be activated, and if the flow is not triggered by list you can’t do anything by adding people to list. I would suggest creating new flow with empty list as a trigger and than upload all contacts that you want to send to to that list.. (but only do this after the flow is fully set up and set to live)
