I have created a full page sign up form on a website, however when a user visits the page via instagram, if they close the cookie pop up it also closes the full page form! Any ideas?

Yes I saw that happen too, is it possible for you to turn off the cookie popup and see if the full page pop up appears? if it does, its likely that some css on your website is interfering with both popups and might require a developer to look into this.
