If I have a flow filter and in it, 3 different conditions (with OR) but in those conditions, maybe a person is duplicated. Does klaviyo only takes that email once?

Welcome to the Community! Thanks for posting your question here and hope to provide some info!

A customer will follow through a Flow only once as long as they meet just 1 of your 3 OR conditions. It will not duplicate a send for them because they may hit 2 categories.
