When it comes to List triggered flows there are a couple of things to remember.
First, If a customer’s profile has already entered the flow and exited, they will not be allowed to re-enter the flow even if you’ve made changes. If you have customers who have already exited the flow that you need to send this email to, I would create a segment of those customers and then send the email as a campaign to those profiles.
Secondly, if you have customers who have signed up before the flow went live and have not gone through the flow, you can Add Past Profiles to a flow and they should move through the correct path if they signed up before 06/30/2023. The article I linked above will walk you through how to accomplish this.
