I created a flow and want it to act like a newsletter.
That is, newly added subscribers get only the latest email from thereon and don’t have to start from the first-ever email in the flow.
How can I do that?

If you’d like to set up an automated flow that sends the most recent version of your newsletter to new subscribers, I think you’ll want to create an email template built with several universal content blocks.
I assume you send your newsletter manually to existing subscribers so you’d be regularly updating the content. If you update the content in a template, and then use that template both in your manual sends as well as in the flow, then it should be easy to trigger new subscribers into the most recent version of the newsletter.

There might be some other ways to do this, but this is how I’d approach a similar setup to start and maybe it evolves over time.
