I have a question. I want to create a flow for customers who ordered 3 shoes in 1 year. I want to make and send a special offer for this. I just can't find a trigger/filter anywhere that customers have placed 3 orders in 1 year. Is there a trigger or filter for this or does it not exist?

I would suggest using a segment triggered flow to capture the customers who have Ordered Product at least 3 times in the past year. You first need to build the segment which should look something like this:
Of course you can refine the segment even more by adding filters, but this will include anyone who has purchased the items from you in the past year.
Once you have the segment built, you can use the segment to trigger the flow and send your customers a special offer.
