I was wondering: 

when a costumer goes through a flow, does he need to qualify for flow filters before every email he gets from the flow or just to enter the flow? 

So for example for a winback flow, do I need to add a ‘did not buy since starting this flow’ filter before every email?

The flow filters are checked before each email is sent so you’d just need the “purchased 0 times since starting this flow” at the beginning and that takes care of the rest.
