Could you please provide some more context around this question?
Is your List / Segment filtered down to those that accept marketing? If you have created a segment of people who have viewed product X for example, not all profiles may accept the marketing so will not be included in your send.
You would need to look at the customers deeper who did not receive any emails that you except too. First check they accept Marketing and then if your subscription rule is double opt-in, maybe they have not confirmed this.

I haven’t checked if they’ve accepted marketing. So perhaps I have subscribers, who didn’t do the second opt-in...I’ll look into that. This has been bothering me for some time.
