Do you mean those contacts are tagged as skipped? Have you checked the recipient activity for profiles who have skipped emails? Klaviyo lists the reasons why.
Without seeing your flow (any flow filters/email filters) it’s not possible to determine what’s occuring.
The usual reasons why a flow email would not get sent is a) there’s a filter at the flow level or as an additional email filter that they’ve failed, b) smart sending is preventing an email from being sent, c) they’ve unsubscribed, or d) there’s an issue with their email address.
If you have smart send enabled on an email with the defauilt 16-hour window and the previous email was sent within that window, it won’t be sent.
