I think your forms are showing exactly as you set them just the difference between their showing options is insignificant. If you go to some page and then move the cursor out of the page to the URL or something both of them will show.. so there are 2 different solutions here..

• make it harder for them to show like for example the second one instead of showing on page load show them after scrolling 50% of the website or after staying 5 seconds on a page
• and the second option is make sure these forms don’t show on same pages. Usually we show exit intent forms on collection and product pages and the other form on all other pages
