We have a newsletter sign-up form with an option to sign up to receive SMS messages as well. We provide a dynamic discount code in the newsletter welcome email series flow. Is there a way I can send that same discount code via SMS to any users who also sign up for SMS?

In short, yes you can use the same code in other messages in a flow or in different flows as long as the coupon code has not expired!
I’d ensure that you use the same coupon’s dynamic syntax that would pull in the same active discount code that was already issued to the recipient.
