We got someone to help us set up the email and we’re told there are some segment or features are only available ( active on site feature is one of them ?) when we upgrade. On pricing page, the plan is free for accounts with less than 200 subscribers. Can someone share what features are we missing for a free plan ?

Klaviyo charges for both the Active number of profiles in your account as well as the number of messages sent to that number or over all.
Your plan reflects the numbers of emailable profiles located in your Active Profiles folder: https://www.klaviyo.com/people
There are two primary ways contacts are added to your Klaviyo account:
By opting-in via one or more sign up forms/subscribe pages located on your website
General engagement via one or more integrations you have connected to your Klaviyo account -- i.e. making a purchase on your ecommerce store, abandoning a cart, etc. If you have an ecommerce store integrated with your Klaviyo account, we sync customer activity in real-time. If a customer engages with your site, we will create a new profile if one doesn't exist already. These individuals will have contact profiles in your account, but they may not be on any list.
The Profiles that are active but not in the Newsletter List have not explicit provided consent to email marketing and have not been added to the list. The articles, A Guide to List Cleaning and Bulk Delete or Suppress Contacts will walk you through how to delete any contacts should you want to.
