Yes, profiles will still receive campaigns while in a flow, unless you restrict them from the campaign. This article on smart sending notes how you can prevent profiles from getting too many messages within a certain time frame, but it will only affect the time frame around the next flow in the email.

To add to what @JessFosnough already shared, it’s important to keep in mind what hierarchy you want to prioritize for your emails. If the flow is an intentional journey where someone should receive all the emails, then you’ll want to restrict the use of the “smart sending” feature to campaign emails only.
For any flow, with any condition or filter - including “smart sending” - once someone is skipped from receiving one message in the flow, that recipient exits the flow. This means they are removed from the queue for all remaining emails.
That said, depending on what other flows you have running at the same time, and how frequently you send campaigns, you might want to have people receive all of the campaign emails you’re sending. If someone receives 0 emails for 60-90 days, their engagement health as a subscriber will start to decline. You’ll want to make sure the most active people receive more emails than the less active people, but generally you should send one email every 45-60 days to those lukewarm people so they stay engaged.
