Is there a way to display the “notify me when available” when the the continue selling policy is true? I tried with display_on_policy_continue but the store was created after December 2017 so nothing appears. Is there any other way to do it?

I am afraid not. This is because Shopify used to expose in the JSON of the product page the following:
inventory_quantity propertyThen on Dec 2017, Shopify decided to make any new stores not expose that property. It is not possible to determine if a product is out of stock and available without considering both available=true and inventory_quantity==0 . Therefore, without that quantity exposed in the JSON, there is no way for us to target and make the “Notify Me When Available Button” display for stores created after this date.
