I figured out how to do that for campaigns and flows separately but is there a way to create one custom report that reports on all emails sent regardless of whether it’s a flow or campaign?

This sounds like a multi-metric report should fit the bill! The key here would be grouping the data by attributed messages.
Although this report will list out the number of recipients, unique conversions, and total order value of each message, you’ll have to manually calculate the conversion rate. This would be a fairly simple process once you exported that data to a .CSV though!
