I want to create a flow that contains people whose emails are not suppressed and are not going through any flows. How do I do that?

One way I can see you accomplishing this would be through a segment triggered flow. You can use the rules similar to the ones from the screenshot below while including all your active flows:
I would just suggest setting a time frame for your definitions though since segment triggered flows can only allow profiles to go through them once.
