You can easily create a form to show up in each specific language. 
 
You will first need to create two separate sign up forms for each language and then set those forms to only appear on specific URLs that contain a unique identifier for the website page users are on. For instance, if they are accessing your site and using the French version, then you can add something like "only show to certain URLs containing FR" to ensure that it does not show on another language page. You can replicate this similar process for your other language as well.
