I need to bulk remove global suppression. Removing user suppression from the entire list/segment, and any other list segment a profile is in - does not remove the global suppression on the profile. The only way I know how is to manually remove it from each profile, which I cannot physically do.
A few years ago we switched over from mailchimp, and about 15,000 profiles were manually or user suppressed, but they are subscribed. From my research, it seems everyone is trying to bulk unsuppress profiles which have unsubscribed or never subscribed - and it’s saying it can only be done if they re-subscribe themselves.
Since mine are already subscribed, can I bulk remove global suppression via API? Or by .csv upload?

The global suppression setting if enabled just means an unsubscribe will apply to a profile either across all lists in which they are members. If not, a suppression will apply to a specific list.
You can re-subscribe your existing profiles, even with global suppression enabled, in two ways and without resorting to using the API:
csv upload. During the import of the email addresses select ‘Yes - Update subscription status for all imported contacts to “subscribed”’
Segment unsuppress. Create a segment of the profiles you wish to unsuppress. To the right of that segment (in the list & segment view) select the three dots and then ‘Unsuppress current members”
Always worth testing either approach before progressing to your target update, and note that there will be a processing delay before the subscription status of those profiles are updated.
