Conditional Winback Flow - Won't Send

Hey all need some help on this one.

I have a win-back flow for a customer topup email with a conditional split. After 30 days of placing order if the customer hasn’t purchased in the last 29 days split from yes to no.
I have 5 waiting in yes which I don’t plan on sending currently. I should have 54 people to send my top-up email but it won’t send or add customers despite saying there are 58 people who meet the criteria. Why won’t my No email send?
