Question

HHelp diagnosing segment membership that differs between a list-only condition and a combined segment

I'm trying to understand an unexpected difference in segment membership. I'm using test segments only; the related flow remains in Draft and has not been activated.

The intended router segment uses these conditions, all joined with AND:
- Country is Switzerland, Germany, or Austria
- Person is in the English welcome list
- Person is not in the German welcome list
- Received Email zero times over all time where Campaign Name equals the English Archive 01 email
- Received Email zero times over all time where Campaign Name equals the German Archive 01 email

Observed results (first checked 23 Oct, rechecked 26 Oct; counts unchanged):
- The router segment shows 12 members, including profiles that appear to meet one or more of the exclusion conditions.
- A receipt-only isolation segment shows 21 members. Profiles A, C, and D, who have recorded English Archive 01 receipts, still appear in it. This isolation segment was built on the $campaign property (equals the English Archive 01 email), not Campaign Name.
- A three-condition test (DACH country AND in English list AND not in German list) shows 21 members, including Profile A and profiles outside the DACH countries.
- A list-only test (in English list AND not in German list) also shows 21 members, and a not-in-German-list-only test shows 20 members and correctly excludes Profile A, who is in that list.
- The router segment's own receipt conditions do appear to exclude some profiles: it holds 12 members against the three-condition test's 21, with the same country and list conditions.

Questions:
1. In the segment builder's Received Email filter, is "Campaign" the same property as $campaign, and is "Campaign Name" a separate property? What value does each carry on a Received Email event for a flow email?
2. Could the difference between an isolation segment built on $campaign and the router segment built on Campaign Name explain the behavior above? Which property should be used to exclude profiles who already received a specific flow email?
3. Are there known evaluation or refresh considerations when combining list membership, country, and event conditions in one segment?

Anonymized receipt context: Profile A received English Archive 01 on Sep 10 and is also in the German welcome list; Profile B received German Archive 01 on Aug 24; Profiles C and D received English Archive 01 on Sep 28 and Sep 30. The same campaign label appears to match in flow filters for a receipt, while the corresponding segment receipt conditions do not exclude the checked profiles.

I'm looking for a way to verify the saved event-property match and segment evaluation, not to assume there is a product defect.
