Yes, you’re spot-on with your assessment of the last two filters.
Essentially, that criteria is saying that, in order for a profile to be eligible to enter the flow, they must have recorded 60 Fulfilled Order events in their lifetime (i.e. placed at least 60 orders).
I would remove those two pieces of criteria and then see if that does it :)
