Close button (X) shows unwanted colored circle background in popup

I'm getting an unwanted colored circle/oval background behind the close button (X) on my popup form. I've tried setting the background to white and also tried removing it completely in the "Close icon" settings, but the circle still won't go away. Is this a bug, or is there another setting that's overriding this?

I believe this is coming from the browser not from the form settings, it’s a new accessibility feature.
