After a user submit a form, they will be added to whatever list you choose. To choose the list, navigate to the form builder and click on the submit button to choose the list you want users to be added to.
If you want users who sign up via the form and to automatically receive an email after, then I would suggest creating a list-triggered flow. I would ensure that the list connected to your flow is the same list from your signup form. Normally, brand use use list-triggered flows for a welcome series to ensure that a user has a certain, thoughtful first experience with their brand!
