Hour Delay - Meta Lead Form

I understand syncing a list from Klaviyo to a Meta audience occurs every hour.

Is this the same going from a Meta Lead Form ad, to a list? The lead will not be added to the list until the sync occurs hourly?

Our lead form is for a digital download to upsell. They might not get the download for an hour, correct?

Yes, this is what this means! If your list, that your meta leads are synced to be added to upon form submission, is connected to a flow that sends them the digital download in the flow, it could take an hour for them to get this email.

Additionally, two other things to be noted here:

It should be noted that if you don’t want a second subscription confirmation to go out to these leads, you should set the list to single-opt in.
A profile can only go through a list-triggered flows once, so if you want a lead to be able to fill out this form multiple times and still get a downloadable, I’d check out the workflow outlined below.
