Thank you for posting your question in the community. While sending a campaign to your broader audience is important to do from time-to-time, I would caution you to be sure to only send to contacts who have opted in to receive your emails. You should also note that sending to all your contacts, may impact your email deliverability if you have unengaged or invalid addresses.

That said, if you’d like to send to all of your active profiles, you would still need to create a segment. I would set the segment up to include any profile with an email address (you can use the profile property criteria here) and use a second condition to include users who have subscribed to email.
