My two sign-up forms show a higher number of submissions than the linked list. The submitted form has a higher number than the “submit to list”.

Do you have the list set to double opt-in (see below)?
If you do, contacts can complete the form submission but if they don’t confirm their opt-in from the confirmation email sent, they won’t be added to your list. So your list wlll show a lower number than your form stats.
