Something wonky is going on: When I click on “drag and drop” for creating a new campaign, it takes me to the templates, which I don’t want. I want to create from scratch. Am I missing something here?

I see exactly what you mean - I would suggest your best course of action is to change the option from My Templates to Basic (at the top of the Campaign page)
Then choose the most basic template possible to suit your needs.
I don’t believe Klaviyo gives you a complete blank canvas, there is always a helpful starting point.
