Enable transactional email approval — free plan pathway?

Hi Klaviyo community. I want to enable transactional sending on my account so I can deliver quiz-result emails (Email #1 of my 4 quiz flows) to all quiz-takers regardless of marketing consent. My account is on the free plan so I can't reach live chat support. Two questions: 1) Is there a way to request transactional approval without upgrading? 2) If I upgrade briefly to get approved, will the transactional designation persist if I downgrade back to free? Any tips appreciated.
