Can you tell us which ecommerce platform you are on? 

If you want to target a Signup Form to show on a specific URL, you can use the Targeting settings to show on certain URLs that contain the URL (or parts of the URL) you want to target like this:

Just note though, that some platforms may have some restrictions on what you can or can’t do on the checkout page, so it can vary by your platform.

Thank you for posting in the Community!

Just adding to ​@retention ‘s brilliant answer. 

You can include one part of the URL of your checkout page in the field above on the image. So that could be /checkout. The pop up will then be shown on the pages with URL’s containing /Checkouts.
