From what you've shared, it sounds like you've already tried the TOS acceptance step (and possibly the variations that jmacman outlined), but you're still stuck. A couple of things to double-check: First, make sure you're using your Ad Account ID (not your personal Facebook user ID) when replacing the {id} in that URL. It should look like https://business.facebook.com/ads/manage/customaudiences/tos/?act=YOUR_AD_ACCOUNT_ID. You can find your Ad Account ID in Meta Business Suite under Ad Account Settings. Second, after accepting the terms, completely disconnect and reconnect the Klaviyo-Meta integration (not just re-authenticate), then try creating the audience again from scratch. Sometimes the connection needs a full reset to recognize the new permissions.
If you've genuinely tried all of that and it's still not working, this might be a case where something's off on Meta's side with your account permissions or there's a more technical issue at play. At this point, I'd recommend reaching out directly to Klaviyo Support with screenshots of your Meta permissions and the exact error you're seeing. They can dig into your specific account setup and often spot things that aren't visible from the community side.
