I am setting up my flows and started using responsive_checkout_url because I obviously want the form to work on multiple devices. After testing the shopify checkout page, it seems like it is already a responsive page out of the box, so what does one URL really do vs the other? Which should I use for best practice?

We actually don’t have any internal documentation that explains the difference between the regular checkout URL and responsive checkout URL - definitely see how it would be helpful to add this info to our docs.
That being said, the responsive checkout URL is what we notice has the most success consistently rebuilding a person’s Shopify cart across multiple different devices. The regular checkout URL is fine too - but the responsive checkout URL is sometimes preferred for cross-device compatibility and general reliability.
