I’m aware of how to use Smart Send Time with campaigns, but it's not clear whether this option is enabled, disabled, or toggleable for Flows. I would *like* to have it available for flows but I can't seem to find any information about this. 

 

Note that I am talking about Smart Send Time - the feature that optimizes the time an email is sent based on the recipient’s time zone/behavior - not Smart Send, the feature that ensures someone isn’t getting too many messages per day.

While there isn’t a feature to available like Smart Send Time for Flows, we do have the option to  update the time delay of a  flow message until a specific time of day! After choosing a time of day, you can then select a timezone. You can choose Recipient's Local Timezone in order to ensure each recipient receives your message at your preferred time, regardless of where they are located.
